Career in Banking

Before her role as Minister of Finance, Noora built a distinguished career in banking and finance, spanning over two decades. She began her professional journey at the National Bank of Kuwait (NBK) in November 2000 as an Associate in the Investment Banking Division. Here, she participated in various capital market transactions and gained valuable experience in mergers and acquisitions.

In August 2004, Noora joined the National Investments Company K.S.C.P. as Executive Vice President of Corporate Finance. In this capacity, she led teams focused on private equity and financial advisory services, managing significant transactions, including the acquisition of Adeptio AD Investments SPC. She also oversaw the management of critical bond issues and strategic financial initiatives, enhancing the company’s reputation in the market.

From May 2018 to February 2019, Noora served as a Chairman’s Consultant at the National Investments Company, where she provided strategic insights and guidance on key financial projects.

In April 2019, she took on the role of Head of Strategic Planning at Boubyan Bank , where she played a crucial role in shaping the bank’s strategic direction. By January 2020, she was appointed Chief Strategy Officer at Boubyan Bank, further solidifying her leadership in driving the bank’s growth and competitive positioning until August 2024.

She holds a Master of Business Administration (MBA) in Business Administration from Kuwait University where she graduated with a perfect GPA of 4.0.
